My personal guess would be some kind of easy function
comparable to the dual system Nokia proposed.

Operators obviously has the "last say" on how they
run their networks.

Would be strange if Nokia hasn't prepared themselves
for the PBCCH situation, as they can be assumed to
have worked a lot on the problem.

No comment on the "one major carrier", but "one major
carrier" has, according to rumours, kind of tried
to "black mail" Nokia for more favorable pricing, deliveries
that other major operators??
