The problem is that we non-Muslims do not understand the dictates of the religion and therefore do not appreciate to what extent the Islamic people, generally, are compelled by the religion to make war with anyone whom they believe is evil. Do not forget that the US is known as the "Great Satan". In truth, the separation between "terrorists" and "non-terrorists" is artificial and convenient to focus the US strategy, but there's no such thing in a Holy War. Any and every Muslim who decides he must wage a jihad against the US is a potential "terrorist".
