It isn't much of an issue for anything besides games now (movies are 25/30fps). I am no expert in display technology but you can't compare the refresh rate of a CRT monitor with a TFT display. A TFT is always flicker-free since the transistors are always on. But when a pixel changes from one color to another this can take some time which is specified as "response time" or "refresh time". In your example the response time is below 50ms which translates into 20fps. That's why you get a strange "blur" effect in games with cheap TFTs. Good TFTs have response times below 30ms IIRC.
