Evidence or Proof? what is the evidence of such fed commitments? Not with standing what the media was told, the greatest concerns associated with reopening the financial markets were not associated with the integrity of the telecommunication network. With regard to evidence it is safe to say that if its looks like a duck, quacks like a duck, and tastes like a duck... The proof however would require the disclosure of documentation of the specific agreements which were made. Which is not going to happen. Furthermore the arrangements are so arcane that even if they were disclosed, their intent could not be easily discerned. I'm sure Bob Rubin could explain further but he isn't likely to, perhaps you could ask Heinz. <gg>
