I can see that that could be possible intraday, but they need to cover before settlement is due, because they will have to supply the stock and therefore borrow it. But how can they trade US stocks on a US exchange without using a broker who is a member of that exchange and therefore has to follow the rules?

Can insiders lend their stock for shorting? I'm not sure on that one. That could explain the short interest being bigger than the float, though I haven't actually seen that myself.
