The irony of starwars is that it would not have been effective on 9/11 even if it had been in place.

Yes and it also wouldn't have help combat crime or cure cancer. I'm sure you could come up with an enormous list of things that SDI is not intended to do, that it would it fact not do.

The irony of starwars is that it would not have been effective on 9/11 even if it had been in place. In fact the head guy at NORAD said that our F-16 defense was ineffective because like starwars, NORAD planned for an external attack.

You're jumping to conclusions. It is totally naive to ASSUME that SDI technologies would not be useful and applicable to attacks such as that on September 11. In fact, it is highly likely that some of the same hardware and software that is used in tracking incoming satellites will ultimately prove useful in pinpointing errant flight paths. Just as was done (very successfully) in the Gulf War, technologies developed originally in connection with SDI were called into service and proved useful in preventing allied and civilian casualties.
