I believe that the entire set of 1933 and 1934 rules need to be reviewed and updated. They were written 70 years ago, and the market today is far different than the market was in 1930. They have so many more "instruments" than they had then, they have computers and computer trading, they have a larger base of investors, they have on line investing, it's just a different market.
