I admit, I did not read the whole article. As you describe it, I do not think it is a realistic way to deal with most situations. First, I do not think that one can count on the kind of international cooperation posited in the foreseeable future. Second, as the sanctions on Iraq have shown, when the leadership is ruthless, only the population suffers. Third, too many situations are emergent, and require rapid action. Fourth, in many cases, refusal to fight is taken as a sign of weakness, and merely encourages further belligerency.......

I hope it would be obvious to you that all those things on your list would accomplish ZIPPO in this case.
