Yes, OBL will be whipping things up, while Arafat may actually make an attempt at a ceasefire this time since he doesn't want to left on the wrong side of the fence as in 1991. Unfortunately, our State Department seems determined to give Arafat a passing grade for lip service alone, which is encouraging Hamas et. al. to keep up their efforts. Another suicide bomber (the 100th in this intifada) blew himself up yesterday. The betting on whether or not Arafat could deliver a ceasefire if he wanted to seems to be running 50/50, as far as I can judge the commentary.
