The US was plenty aware of bin Laden previously, in case you haven't been following the news. There was this effort in the previous administration that was the source of endless derision from the righteous right, and various hotheads on the left too.

It's in somebody's interest to equate all Muslims and Arabs with bin Laden, but that somebody isn't the US, by all indications.

Its hard to believe that the US could have mobilized the resources required to make even a dent in the terrorist problem before a significant attack occured. Public and political opinion probably would have prevented it.

Certainly gathering a world concensus to try to eliminate the OBLs of the world would not have happened before 9-11.

Sad to say, but often tragedy is required before action initiated...
