There was a lot of controversy at the time the stinger's were supplied. There were many in the US government that did not want to provide them to the mujahadeen, for the very fear of what is happening now (that they were going to get into the wrong hands). It was for that reason that they were supplied in small numbers. A smart decision would have been to have a back door on the products supplied (ie that they could be jammed via some wireless command - this would have prevented that they would ever be used against our own forces).
