Two different things:

1) C.A.F.E. standards: purpose - higher mileage efficiency of the transportation fleet (resulting in lower oil imports, greater 'energy sufficiency' for the US, lower trade deficit, etc.) Light trucks and SUVs are exempted from the fleet averages (if my memory serves) that the manufacturers are mandated to maintain. If their fleet averages fail to meet the standards, there are heavy taxes levied per vehicle (that's why Lamborghenis cost an extra $1500 or so, they must pay the extra tax.)

2) Lower emissions - you are correct, the bus and diesel rig fleets disproportionately affect the levels of 'air pollution'. They are 'smokers'. Diesels emit a lot of unburned hydrocarbons as particulates (soot)... unfortunately - according to recent studies - soot of a very unpleasant particle size... it tends to lodge in our lung's smallest air sacs.

But diesels get more 'miles per gallon' than gasoline engines.

Mileage efficiency and low pollution don't necessarily go together. Sometimes they trade off against one another.
