No citizen can become naturalized without becoming proficient in English. I'm not really for multilingual ballots, though. The mainstream press is all in English and I don't think one can be fully informed in this country without speaking, reading and understanding verbal English. It is a tougher call (and requires 'more than fair' representation) for health services because I don't really think it is moral to ignore injured people's needs when they are suffering, especially when it only serves to make some abstract point. The doctors want to understand the patient. The patient wants to understand the doctor. The only people who don't seem to want them to talk (which doesn't really address the medical crisis) are 3rd parties who granted, pay the bills. This position includes a defacto presumption that it is okay sometimes to increase the pain and suffering of injured or sick people to save a buck. I think the availability of multilingual people in the ER is probably really smart, compassionate and in the long-run, cost effective. With that said, it ought to be a priority to give reasonable consideration to Mexican-Americans as an ethinic group. They probably have the best moral claim of anyone to California, but facts are facts. Much of the value of the state has been from intellectual capital of the interlopers. Hispanics are the "largest minority", which is a bit of an oxymoron, and things will probably adjust themselves. I think it would be reasonable for all people in Califorinia to speak Spanish as a second language (in addition to English. Mayber 1/6 of the world speaks it, after all, so its probably a good idea. ) What's your idea? Doesn't anyone else on this thread ever say what THEIR idea is or do they only reject the ideas of others out of hand? I post here regularly and that seems to be what passes for debate. What I remember of debate is that people take two sides of a proposal. It isn't usually the case where side A proposes and side B debates it and then side A defends it and side B debates it again. I get the feeling that no matter what I propose, it would be debated. That's okay. But surprise, surprise, no counter proposal appears (other than 'do nothing'). I'm just wondering how many situations do you find yourself in life where the situation couldn't be improved by SOME action. Usually a paralysis of inaction is a form of intellectual entropy.
