* Yes, agree totally. Up until Sept. 11th, there was little cost to harboring or training terrorists.

EC: The trick is to balance the retaliation so that it does not appear to be random or cruel and spawn more terrorism where people are not weighing the cost/benefit. There are always forces that are opposed to fundamentalism and random terror who wish peace and stability. The thing to do is while not making them mad dogs, get in house opposition to carry out ops against the radical groups. Fight fire with fire.

* This is a fine point. If by 'balance' you mean not intentionally hitting innocent civilians, then I agree. But if you mean that we should not attack a legitimate target because we fear causing civilian casualties, then I would disagree. I think that civilians must learn that they are in danger just by being near terrorists. And the terrorists must learn that they are not safe no matter where they hide.

It seems to me that we are already are dealing with mad dogs and the best way to inhibit future mad dogs, is show them how we deal with the present mad dogs.

At any rate, i agree with almost everything you've said.
