Zakat is not like tax.. No way to force people to pay Zakat except your conscience.. Also, a lot of it probably goes for institutionalized charities so it is not like some one is sending you a cheque to make up for your lack of income.. Some folks might use Zakat to directly help the real needy bypassing the charities but then that would be not across the board help to general population.

As for the link and the programme, yes it is amusing.. There are all manners of these types of programme in Saudi Arabia and UAE and this is how they tried to distribute oil income to general population to subsidize the standard of living.. Here they may be actually getting a regular cheque from the govt. under one scheme or the other. If they did not do this, and general population sees how well the ruling class is living, well you can guess what might happen. But this has nothing to do with Zakat.. FWIW..
