OK, I stand corrected on Osiraq having nuclear fuel when the Israelis struck. Interesting story about the timing. I remember reading that the strike in Hyeres put a hairline crack in the core, and the French company refused to certify it because of safety considerations. They told Iraq that they could either take it "as is" with the crack, and no warranty of any kind, or they would build a new one which would take years. Iraq decided to take it with the crack, and took the risk that it would leak once loaded.
