Under international law, every nation has the right to defend itself, and this includes pre-emptive strikes. It's quite clear...

Iraq has several times sent troops to fight Israel when Israel had never sent one bullet or soldier onto Iraqi soil, nor did it announce plans to do so. Iraq has announced plans to attack Israel every days for decades..
