You are missing the point. Clinton's enemies tied up this country while on a witch hunt to get him, at any cost. It was never determined if the "crimes" Clinton was accused of committing, rose to the level of impeachment. This has been argued by many who have better civics degrees than either you or I possess.

Did you feel that the years spent focused on "getting" Clinton were worth it?

I am glad that Clinton is gone and that George W. Bush is our President. This is wonderful! But, the conservative attack on Clinton nearly crippled America, and didn't focus our country on things which were of much more importance.

Was Clinton paying full attention to his duties as President while he was preparing for sex-related depositions? Could he had better used his time on domestic security issues?

Not being a US citizen I try not to get involved in your internal affairs, but still. "Lying under oath, obstruction to justice..." These were all affairs of private matter, of private life. So the Justice had no right to raise those questions, and Clinton has every right to stay silent or play any game he wanted to.
You know the basics of it all : When there is no harm done, no one is complaining, no authority has the right to interfere in private life matters... or you end up like in Saudi Arabia with the adultery cases. And conducting an investigation in order to try to prove that if he had sex his C, and was hiding it, then he might have harassed B or A, proves nothing.
Had I been a judge, I would have kicked the Starr people out of court with a blame, and Clinton would have had another year or two of statesmanship.
