Because, IMO, this war has no hard target, but is being fought as a hard target war. If I say I'm going after the termites in your rental house and show up with a jackhammer and a flame thrower, do you think that I have a plausible plan? I further tell you that I will be there for years, jackhammering and burning the residence in order to control the termites. Would you think that this was a failed war on the termites, or not?
