Power is not something that is easily given up. Lets assume that the power structure in Saudi Arabia and Israel need to be changed because neither has policies that are working for the betterment of their citizens. I think that Israel was closer to a Palestinean settlement 20 years ago then they are now. Power is the ultimate intoxicant, so both Saudi Arabia and Israel will continue to retain the current power structure until they are forced by events they cannot control to change.

I think that political power is something that is pried from ones cold hands as rigor mortis sets in.*

* examples Chile, Iran, Philippines, Yugoslavia, Malaysia, Egypt (a study in progress), Sudan, Ethiopia...etc.
