He's got some kind of regular official duties - administrative, I think, around managing Parliament itself (could be just the Lords? not sure offhand).

But mainly, he's the lucky guy that knocks on the doors of the Commons during the State Opening, to summon MP's to the Upper House to listen to the Queen's Speech. When he first knocks the doors are slammed in his face, symbolising the independence of the Commons (I think this may first have been done when the Commons defied Charles I's dissolution).

So it was probably once quite an important post.

Who needs a written constitution and guaranteed rights when we've got lurid, antiquated and pointless symbolism, eh?
