So you would put economic sanctions against countries whose airlines do not provide a passenger list? essentially tying the country to its airlines? What other industry would you tie up next? Why not just refuse entry to the airlines and leave it at that? Then they can refuse entry to US airlines and passengers can travel by other airlines that provide passenger lists and if there is no other airline willing to provide passenger lists then all travel to the US will be stopped. Good riddance to all those foreigners!
