The site I referenced called for 23% to replace all other corporate and personal taxes, including the payroll tax.

The question is how much competitive pre-tax prices of consumer products will fall when all the hidden embedded taxes are removed. It is certainly true that a product that costs $100 today will not cost anything close to $123 after a change that replaces all taxes with a single 23% RST.
