If the letter is over the bowl of water then you will get the desired effect. It's hard to beat the steam iron trick as the hot steam penetrates the paper and kills directly.

Another idea is to put the letter in a one 50th percent solution of Javex and boil for ten minutes. Of course most inks run terribly. Friends will co-operate by sending waterproof, bleach-proof inks.
