I can't think of any scientific reason why an employer can't simply make one deduction based on a percentage of the worker's gross income and the worker's deductions claimed.

The reason is territorial. You are thinking in terms that the united states is, as a political body, contiguous and uniform. This thinking milieu is the result of 100 years of socialism, but outside of the appearances of "we are one", is the reality that every entity has its turf and authority which is founded or evolved in law.
