I'm not certain what my strategy would be, but it would probably begin by insisting U.N. inspectors have free access to the country in order to inspect potential sites of weapons of mass destruction. Since Saddam has been reluctant to allow the U.N. inspectors access. I would probably set a date, and if not granted access, bomb the place suspected of carrying these items.

I would additionally strongly defend the no-fly zone and look for ways to help those in Iraq looking to overthrow the government.

But what I believe the letter was intended to do, was encourage the President to use the bully-pulpit in order to challenge Sadamm and prepare the American people for possible military intervention.
