Get a grip....nuclear weapons for Afghanistan? I guess we then send some to the West Bank since they have terrorists too. And what about all of the Timothy McVeigh's here in the good ole US of A? I guess we have to be consistent so we nuke ourselves too. Sounds ridiculous yet this is not too far off from what you are proposing. The military course of action is the Path of Least Resistance, the easiest thing to do, and usually the easiest thing is not the proper thing, as I believe we will find out years from now when more terrorists have been created.

Since "benign evil" is probably an oxymoron, consider that I said "more benign evil."

For example, the Treaty of Versailles after WWI was extremely harsh on Germany. That was not surprising because the victors, England and France, lost a generation of young men, millions. WWI was the culmination of the evil of European colonial competition and militaristic nationalism. So evil begat evil, WWI, begat evil, Nazis, begat evil, WWII and the Holocaust, in an ascending crescendo toward hell.

Nukes will propel us on to another "ascending crescendo toward hell."
