Mark, I will ask you a simple hypothetical question. Small pox attack kills 250,000 americans. How do we respond? We told sadaam he would be nuked if he used chemicals. He believed us. Maybe its time to spell out what our policy will be in this case. Mike

I have to jump in and say that our first use of nukes does in no way guarantee that we will be the subject of such an attack. First, I assume that if we use them it is for the purpose of eliminating their ability to do the same - either by eliminating the physical means of doing so or by eliminating the leaders who would do so.

At this point there is a tremendous psychological hurdle to be overcome to be the first to use nuclear weapons. This is even true for terrorists, who do have to worry about opinion in the Arab world. It is relatively easy to be the second, especially if the first use is by a government, and especially if that government is the US. I'm not so sure that the terrorist have any issues with using nuclear weapons. Osama bin Laden and his ilk would prefer to destroy the West and their technology. They would force everyone to join them in living in the stone age without technology. Also their has been some recent revelations that the true target of flight 93 that crashed in Pennsylvania was actually Three Mile Island. So if you accept that then the terrorist have already tried to go nuclear.
