So, what do you want? They have a suite of benchmarks, and a third party to do the evaluations. What else do you think is necessary?

of every run over 12 sub-benchmarks is simple for you,
not counting the trickery of three compilers and
special libraries...

It should be obvious why AMD is not coming up with a standard.

Why should it be obvious. On most benchmarks an Athlon 1800+ runs faster then a P4 1800mhz. On many of them it faster then a P4 2000mhz. It seems to me that AMD is being conservative in their ratings. Or are you talking about leaving themselves a chance to get less conservative in the future should they fall behind?
