Very simple. It means that all those PHDs, who, by acclamation of their peers are Sooo much smarter than the masses, must ascribe to a political philosophy that allows them to APPLY that vast intelligence to determine what is best for everyone. Capitalism and free enterprise is no good here, too much individual freedom!
