I've been doing some thinking about the 8-10,000 # and though I haven't researched it, my assumption is they are speaking of naturally occurring anthrax, which probably varies GREATLY in spore size. I'd suspect when engineered to be so effectively tiny that a far lesser # of spores is required to lodge in the lungs, and once they do so, they may reproduce...the 2-3 week latency period would explain that too.
