Yup. We're not at anything like the level of concern that airports have had for years, at least at my backwater office, but a practical joke could get you into some real hot water. You might get yourself fired if someone was scared into thinking that they had a hot letter on their hands, and the Postal Inspectors had to waste their time on it. You might even get prosecuted. So right now the cutups have found a remote controlled "rat" that they send scurrying across the office floor. Ugliest damned thing that you have ever seen, guaranteed to give you a good scare when you see it out of the corner of your eye.
