It is true that it is hard to make a national policy that works in every circumstance. Now many on this thread would wonder how you call yourself conservative if you want the government to provide a resource for your individual benefit. I think it is appropriate that you explain how this differs from welfare.

My own opinion is that I don't the circumstances of the particular forest you are talking about. I have seen many scrub lands here in the lower 48 that once were forests but now are bad habitat. My knee jerk reaction is that they should be left alone unless it can be shown, by someone who doesn't have a financial stake in the venture, to be a good idea. That is just a prudent rule of thumb.
