Let me tell you a little story, Mr. Union Basher Education Expert. The school district in which my wife teaches is classified as "inner city." About 80 percent of the students qualify for free lunches. Got the picture?

A couple years ago the school superintendent and school board decided to "get tough." They decided it was time to weed out all the major bad-asses in the 5,000-student district, so an old elementary school was converted into a rehabilitation "academy" for troublemakers. Within a couple months after the start of school, the academy was maxed out at 110 students.

So this resulted in a big improvement in the learning environment in regular classrooms, right?

Wrong. Classroom discipline problems remained the same, even though the major troublemakers were removed from class.

Seems that all the No. 2 bad-asses in the classrooms quickly assumed the role of No. 1 bad-asses when their buddies got the boot.

So what's the answer? Kick 'em out of school? Turn the major bad-asses out onto the streets? Kind of defeats the purpose of public education if you do that, and, besides, states takes a dim view of school districts with high expulsion rates. Very dim view.
