The breakdown of the family has certainly had a profound effect. However, when a child spends 12 years in a place of learning and doesn't learn how to read their diploma. The system has completely failed.

Public schools have always had challenges to overcome. Immigrants poured into America's shores by the millions, yet they managed to learn how to read. My grandparents (first generation immigrants) probably never spent a day in the public school keeping an eye on my parents, and checking whether they were learning. Yet they learned.

One of the myths the teachers union likes to promote is we had at one time this seriously involved parental class which is somehow missing now. Far from it. Forty years ago, parents dropped their kids off at school and expected them to get educated. Expected them to learn how to read, write and do arithmetic. And by and large they did.
