Haq was acting as an agent for King Zahir Shah, and attempting to convince Pashtuns and other groups to defect from the Taliban. He would hardly have been accompanied by US SpecOps, as this would have created the impression that he was a toadie of the Americans, and not acting as a representative of his clan.

But I'm sure he was provided that Satellite phone as a means to call in the cavalry should things get hairy and he needed to be extracted post-haste.

The US is backing away from claiming that it actually tried to save him in an attempt to disassociate his actions from any belief that he was acting as a US agent, thus increasing the perception that this was offense directly against the King and the Pashtuns, as well as creating the impression that internal elements are taking the lead in overthrowing the Taliban.

But the other side of that would be that if we claimed we tried to save him, but failed... we could receive the brunt of the righteous indignation from his clan, rather than it being directed at the Taliban.

This is going to be ugly in the Pashtun clan.. Reportedly spies within their clan tipped off the Taliban that he was coming. I would expect some potent intra-clan warfare and purging within the Pashtuns.
