If this was anyone (almost) but you and you hadn't spelled my name in caps :)...

>>profiling with race as the only element<<

How can a profile for a crime that has been committed include only one element?

If anyone can name me one crime that would include only the element of race... or religion... or gender... or any ONE thing... as the only element... then cool. But no one could.

And those are the cases that are being fought, and rightly so, imo.

What is the profile of someone who kills an abortion doctor? Or the profile of someone who sends letters threatening anthrax to abortion clinics? Part of that profile is "white male". To pull over and question all white males is "racial profiling" because it is not "profiling". It is using race alone as the reason for suspicion.

>>and collection of city-by-city traffic stop data on a voluntary basis>>

Okay. You have a city that is 50% black and 50% white. Traffic stop data is submitted, on a voluntary basis. It is found that 90% of the people pulled over for a broken tail-light are black. Question is... are 90% of the people with broken tail-lights black or is that used as an excuse to pull them over and check them out? Do you really think that 90% of the people with broken tail-lights are black?
