Does it weaken their government
Yes, and I will try to explain in my opinion why it weakens the Pakistani government.

First of all, killing children in a church is not approved in Pakistan any more than it is in the U.S. The perpetrators wanted to do something outrageous for two reasons.

1) They may provoke the U.S. into overreacting. So far they are doing well on the public relations front in the Middle East and they want to press their advantage.

2) The perpretrators are not supporters of the current Pakistan Government. The current leader took over in coup a year or so ago and is much less friendly to the Taliban than was his predicesor. The perpetrators want to weaken the government so they can have another coup. They didn't kill the children because it helps the Taliban look good, they killed them to show that they are powerful and can take actions that the government cannot stop no matter how motivated and shocked it may be. it seems weird It's terror in the raw.

BTW - Pakistan is a good example of a country with a fairly weak central government and power in the hands of the "people". This is the Republican goal for America, complete with orthodox religious schools and private militias. Of course the Republicans think it won't get out of hand.
