One on every flight might not be as effective as 2 or 3 on many flights and would allow for an uncertainty the hijackers would always have to harbor. It might allow for fewer marshals as well. I'd be interested in learning a lot more about the Israeli system and copying as much of it as possible.

I have no idea, someone asked how many marshalls it would take and I provided a number touted a few weeks ago. But let me ask you, how much would be too much to restore the flying confidence of the American public and prevent atrocities like 9-11 from reoccuring...?
