It sounds to me like they're simply bluffing or attempting manipulating the market [nothing sneaky mind you, everything is out in the open]... you can't buy back treasuries for long when you have no surplus. Now, I suppose you can "play the yield curve"... keep buying back those longer ones and sell bills. Seems to me, as Ross Perot pointed out when running for president, a really stupid way to run a company. In any case, it won't last long, IMO the long bond is a fantastic short as a long term investment.
