perhaps they are not recommending buy SCE stocks b/c many manufacturers are predicting a lower cap-ex for next year??

im not sure how the semi biz runs maybe you can enlighten me. since the foundries and some semi manufacturers say they have bottomed or are bottoming, why are they cutting cap-ex instead of increasing it??? does it have to do with excess capacity of equipment that was bought during the Y2K and internet bubble?
