Severence packages can be expensive as well as training new employees to take their place when they begin to hire again.

The only way it is usually profitable is if you don't plan on replacing the slot for 6 months

The more people are employed the less profitable US companies.

That assumes employees don't produce. Also assumes that unemployed people don't cut back on spending.
