That's illegal. I'll bet it does happen a lot, but do you really think that those who are doing that are going to go out and buy lots of new machines or upgrade their OS knowing they have to get a copy for each machine when they were pirates in the past? I bet those people will just make due with what they have.

I think most machines capable of running Win9x came with it, so I don't understand where all these unlicensed machines are coming from. Are you saying people run pirated Win9x on machines that once ran Windows 3.1? Not likely.
