Seem to remember a rather vocal protest from career INS employees about this. And the INS Comissioner was evidently bypassed entirely by a political operative from the White House. He was assigned to the INS to to focus specifically on directing a massive and unprecedented end run around even the usual lax INS screening. And then ram this imported army of votes through the citizenship process in a crash program to pack the the booths with guaranteed votes.

Hey, it almost worked, didn't it? And the hangover, of course, is we have no clue about the backgrounds of these people. In fact, knowing the savvy of the terrorists and how carefully they study a target? It's entirely reasonable to assume they would be well informed about this program and have utilized a ST democrat political scam to obtain a clean entry to the United States for numerous terrorist cells.

Indeed, "What goes around, comes around".
