Of course they can. But in the case at Tom's Hardware, either they didn't, or the problem was with another component of the system. Traditionally, Tom's Hardware treated system instabilities much more seriously. It's interesting that Pentium III 1.13GHz instabilities raised enough hell to get the part recalled, but Athlon instabilities are taken for granted as part of the normal issues presumed to go along with those systems.
