Iso, I think it's a legitimate debate and a tough call. There has been nothing to stop various administrations from establishing and enforcing consistent standards, and yet it hasn't been done. As for civil service, while I 100% agree that the inability to effectively and quickly discipline, and terminate if necessary, substandard civil service-protected employees AT ALL LEVELS OF GOVERNMENT, is a negative, the fact is that our policemen and fire fighters are also hard to fire, but I don't think anyone would dare accuse them of being shirkers or lax.
