Can you think of a good reason why Intel doesn't do this? And I don't mean that rhetorically.

A 0.7% loss in market share would imply that Intel sold 1.1M more units in Q3 than in Q2 (a 35.48M TAM vs a 34.36M TAM - if you don't count VIA, TMTA, etc). That's a gain in the market, and I believe the market did gain. In fact, I think Intel had much more than a 1.1M unit increase from second quarter, and consequently gained 2% or more in market share.
