There was a news item a couple weeks ago indicating that two top air force generals have been delegated the authority to command the shooting down of a commercial jetliner deemed to be a threat. This executive order was decided upon so that an inability to reach the President in a timely fashion did not preclude action by the military.

The existence of a no-fly zone simply clarifies the rules of engagement, so to speak.

BTW, I'm wondering if there are any others on this thread who are troubled by the response of our intelligence services, as described in the NY Times post immediately upstream (post #8698). Instead of scaring the wits out of the nation with some vague "bogeyman's gonna gitcha" announcement from the Attorney General, wouldn't it preferable if the intelligence services are intercepting these messages that they simply "reach out an touch someone"? It sure seems to me that the best and easiest way to control a terrorist organization is to start detaining and pulling apart the operatives as quickly as we can. What's the idea? We going to listen in on their plotting, let 'em get away with the act and then bomb more Islamic countries? I don't quite understand what the government is trying to tell us, it's not seemingly a logical response to the information they say they have collected. Perhaps those on the thread more conversant with the ways of the intelligence community can help me understand what seems to be either a badly handled warning, or deliberate incitement of domestic panic and terror on the part of our government.
