Remember, Juniper tripled here from nine before it fell back.

How can you explain juniper going down from 27+ to under 20 and cien dropping from 22 to 15?

A number of fund managers recommended selling JNPR just to take profits after the enormous run up. That was said by CNBC and a several similar shows.
