I don't have a timeframe, but look at this 5 year chart of the SP500.

The first thing I see is the index rallied to its down trend-line. It will not be easy to break this to the upside. In addition, that spike low after 9-11 looks to me like it has to be tested and a base needs to be built for a test of the up trend line again.

From a fundamental perspective, the economists are pushing out the end of the recesseion to the middle of '02. The market should bottom 4-6 months before the end of the recession.

But we also have some negative wild cards such as an additional terrorist attack, an argentinian default..

I would change my mind if we can break the trendline - which may be possible given the Fed pumping $$ into the system...but path of lest resistance is the downstrend in my opinion (short term).

LOS ANGELES (Reuters) - Qualcomm Inc. (Nasdaq:QCOM - news), which reports results on Tuesday, is expected to confirm Wall Street expectations that earnings will post double-digit growth in the next four quarters after a stagnant year during which carriers slowed roll-outs of its wireless phone technology.

Analysts said the key to Qualcomm's outlook will be what the company says about the prospects for the deployment of its next generation network technology in the coming months.

The most bearish Wall Street analysts expect Qualcomm to endorse a forecast for earnings growth of single-digit percentage gains for this fiscal year on the view that the slowdown in telecommunications investment will run longer than most think.

Qualcomm is expected to report pro forma earnings of 25 cents per share for the fiscal fourth quarter, up from 22 cents in the third quarter and flat with the year-earlier period, according to research firm Thomson Financial/First Call, which tracks earnings data. Revenue is expected to be around $692 million, ahead of $640 million in the prior quarter and $635 million a year earlier.

``What people are more focused on isn't necessarily this quarter but what is coming up,'' said Keith Bachman, an analyst at ABN Amro.

In a research note issued on Monday, Bear Stearns said Qualcomm shares, which have fallen 35 percent this year had already discounted lowered fiscal 2002 earnings estimates.

Since analysts began cutting those estimates in early October, the First Call average has fallen to $1.22 from $1.33 while Qualcomm shares have rallied in line with a recovery in the Nasdaq.

GUIDANCE THE ISSUE

At Monday's stock price, Qualcomm traded at a multiple of 43 times estimated earnings per share, rich compared with a multiple of 22 times for the S&P 500 but near a historic low for a company that had seen triple digit earnings growth in the late 1990s.

Lehman Brothers analyst Tim Luke said on Monday he expected the company to report fourth-quarter earnings in-line with forecasts, but cut his view for the first quarter and 2002. Luke cut his earnings per share estimate for the current quarter to 25 cents from 26 cents and for the fiscal year to $1.11 from $1.17.

``Guidance is going to be the bigger issue,'' said Brian Modoff, an analyst at Deutsche Banc Alex. Brown.

Modoff, whose fiscal 2002 earnings per share estimate is $1.11 -- near the low end of the Wall Street range -- said he believed estimates for 2002 remained too high and needed to come down.

The First Call average estimate of 19 brokers is for the company to post earnings per share of 27 cents in the current quarter, its fiscal first, with an estimated range of 25 cents to 30 cents.

CDMA (news - web sites) FORECASTS ANTICIPATED

ABN Amro's Bachman said there is evidence that the next generation of Qualcomm's Code Division Multiple Access (CDMA) technology is being rolled out by carriers, but that a reaffirmation from the company would help keep the bears at bay.

``I think the market will respond favorably to confirmation that the CDMA roll-outs are continuing apace,'' he said.

Lehman's Luke said he expects the company to forecast shipments of 15 million CDMA chipsets in the current quarter, over expected shipments of 12.5 million to 13 million in the just-completed fourth quarter.

But that 15 million chips estimate is lower than his previous estimate for shipments of 16 million chips in the quarter.

He also said as many as half of the estimated 85 million to 90 million handsets expected to be sold in calendar 2002 could be equipped with chips on Qualcomm's next-generation CDMA 2000 1x standard.

If 85 million to 90 million handsets are sold in 2002, as Luke predicts, it would represent growth of 21-29 percent over his estimated shipments in 2001 of 70 million units.

Last week wireless infrastructure providers Lucent Technologies Inc. (NYSE:LU - news), Samsung Co. (78020.KS) and Ericsson (news - web sites) (ERICb.ST) told Reuters at the CDMA Americas Congress trade show in San Diego that U.S. carriers had not delayed CDMA 2000 upgrade plans in the wake of the Sept. 11 attacks.

Qualcomm owns all of the relevant patents to CDMA technology, which is the dominant standard in the U.S. and is gaining ground worldwide. CDMA 2000 offers higher voice capacity and maximum data rates in excess of 144 kilobits per second.

CDMA competes against a standard called GSM that is dominant in most of the world, except for certain Asian countries like Korea and China where CDMA has begun to gain a foothold.

Korean carriers were the first to roll out CDMA 2000, and almost 1.3 million people have subscribed to the services there in the last year.

Qualcomm has also signed licensing deal with network operators and manufacturers in China, which has adopted CDMA as a nationwide standard. Already China Unicom Group, the parent of China's second-largest carrier, has spent almost $1.5 billion building its network.

Qualcomm's stock has been on a wild ride in the current quarter, hitting a 26-month low on Oct. 5 but rising about 37 percent since to its current level. The stock is still more than 50 percent off its 52-week high.

Shares in Qualcomm closed down almost 1 percent at $53.08 on Nasdaq.

WASHINGTON (Reuters) - Worries that the post-Sept. 11 U.S. economy could sink into a deep recession are expected to persuade the Federal Reserve to slice U.S. interest rates by as much as a half-percentage point on Tuesday.

Such a cut would mark the third reduction in borrowing costs since the hijack attacks on the World Trade Center and the Pentagon, and the 10th rate decrease this year.

Economic reports over the last week, including a spike in the jobless rate to 5.4 percent and a contraction in gross domestic product during the third quarter, have solidified the conviction that the U.S. economy is already in a recession.

Several analysts said that the risk that such a slump could turn out to be harsh and drawn out raises the likelihood that the Fed will opt for a fairly aggressive rate cut of a half-point, or 50 basis points.

``They have to pull out all the stops,'' said Pierre Ellis, economist at Decision Economics in New York. ``The economy is being hit with something the Fed did not anticipate,'' he added, referring to the Sept. 11 attacks.

WALL St. WAGERS ON A FORCEFUL FED

Of 24 analysts from top bond firms polled Friday by Reuters, 15 forecast a cut of a half-point, or 50 basis points.

The other nine firms projected a 25-basis-point reduction.

Economists who think the Fed might opt for a more modest cut emphasize the need for the central bank to save its ammunition with interest rates already at a very low 2.5 percent.

In the run-up to the decision, which is expected at around 2:15 p.m. EDT on Tuesday, stock investors were wagering on a 50-basis-point cut.

The technology-packed Nasdaq Composite sprinted 48 points, or almost 3 percent, to end at 1,794, its highest finish since Aug. 31. The Dow Jones industrial average climbed 117 points, or just over 1 percent, to 9,441.

A cut of a half-point would bring the federal funds rate for overnight loans between banks down to 2 percent -- its lowest level in four decades.

A short-term interest rate of 2 percent would be well below the annual inflation rate of 2.6 percent, as measured by the Consumer Price Index, and would signal a very aggressive stance toward stimulating the economy on the part of the Fed.

Such an accommodative posture is not unprecedented during downturns and analysts in the camp predicting a half-point cut said that it is warranted at a time when the Sept. 11 attacks and the anthrax scare have injected a great deal of uncertainty into the economic picture.

Economists worry that a vicious cycle could set in, as spooked consumers tighten their purse strings, prompting businesses to lay off more staff and table plans for investment in equipment and software.

As the job cuts rise, consumers could pull back even more on their spending.

``The issue is not just that the economy is in a recession,'' said Fred Breimyer, chief economist at State Street Corp. in Boston. ``It has been destabilized and there is a strong internal dynamic toward contraction.''

``Fed policy has been able to cushion the downward momentum but it's not been fully effective,'' Breimyer added.

A WEEK OF GLOOMY NEWS

In a week of shockingly grim reports on the U.S. economy's health, the Labor Department's employment report on Friday has stood out as probably the most worrying.

Labor said the economy shed 415,000 jobs in October and the unemployment rate shot up to 5.4 percent from 4.9 percent.

As widely expected, the Commerce Department said the U.S. economy contracted in the third quarter, falling 0.4 percent. That marked the worst performance for the economy since the last recession in 1990-1991 and many economists said it signaled the start of a recession, loosely defined as two straight quarters of falling gross domestic product.

The one bright spot in the economic landscape has been a surge in car sales recently but economists have cautioned those purchases were spurred on by heavy incentive offers from auto companies.

In addition to the work the Fed has done and is expected to continue doing to stimulate the economy, Congress is debating a fiscal package of tens of billions of dollars aimed at helping to jump-start growth.

Gary Thayer, chief economist at AG Edwards and Sons Inc. in St. Louis, said such efforts are important but the Fed has its work cut out for it as it tries to reignite consumer spending at a time when attention is focused on the war on terrorism.

``It' not a policy-driven economy. It's an event-driven economy,'' Thayer said. ``What the Fed does won't fully show full through to the economy.''

Nasdaq ends at 2-month high Blue chips notch gains for third straight session

NEW YORK (CBS.MW) -- Investors soaked up tech stocks Monday, sending the Nasdaq to its highest close in over two months. The Dow Industrials also fared well, logging gains for a third consecutive session on the coattails of advances in financial, retail and cyclical issues.

One market observer said lower long-term interest rates have been instrumental in keeping the rally off the Sept. 21 low alive and well. The Fed is expected to slash rates for the tenth time this year.

"The continued decline in short- and long-term rates is forcing money into equities," said Peter Boockvar, equity strategist at Miller, Tabak & Co. He said Treasury's decision last week to discontinue issuance of 30-year bonds is having a powerful effect on the market.

Glancing at tech sector action, networking issues were the star performers throughout the trading day as bellwether Cisco Systems rallied heading into its earnings report. The company (CSCO: news, chart, profile) posted after the close a fiscal first-quarter profit from operations of 4 cents a share, besting the Thomson Financial/First Call estimate by two cents. The stock closed up 3.7 percent. See full story and check After Hours for trading activity after the closing bell.

In the broad market, few red lights flickered on traders' screens as only oil service, natural gas, and gold shares backpedaled. Biotech and utility issued were among the biggest gainers. Check market stats and latest sector performance.

The Dow Jones Industrial Average ($INDU: news, chart, profile) jumped 117.49 points, or 1.3 percent, to 9,441.03. The index's frontrunners included Eastman Kodak, General Motors, Home Depot, Microsoft, Honeywell, 3M and General Electric. Six Dow stocks ended lower: Exxon Mobil, Alcoa, Johnson & Johnson, Hewlett-Packard, SBC Communications and McDonald's.

The Nasdaq Composite ($COMPQ: news, chart, profile) shot up 47.92 points, or 2.7 percent, to 1,793.65 while the Nasdaq 100 Index ($NDX: news, chart, profile) rallied 54.43 points, or 3.8 percent, to 1,480.21.

Richard Dickson of Hilliard Lyons notes that market momentum is "neutral to only slightly overbought" on a short-term basis, which indicates that the current rally has more room to go.

"If the technical patterns from the rally off the April lows provide any guide, this rally should have another 4 to 5 weeks of life ahead of it. Our forecast, as it now stands, is for a further rally to test resistance at the top of the market's trading range," Dickson said.

But he's not sanguine on the long-term prospects of the current upswing.

"We have not changed our opinion that the current move is a bear market rally similar to the April-May rally and that it is not the first leg higher in a new bull market," Dickson continued. The technical strategist notes that cyclicals led the market last week, following a pattern that has been in place since the rally began in late September and matching the leadership in the rally off the April low.

"The match in leadership provides another reason why we see the current upswing as a bear market rally. The switch from defensive issues to cyclical issues is clearly a bet that the economy will begin to recover in the first half of next year. We think this bet could be on shaky ground," Dickson said. He feels that defensive issues offer much less risk in the current environment as they sport more reasonable valuations and aren't so closely tied to the economic cycle.

Richard Bernstein, chief quantitative strategist at Merrill Lynch, expressed similar views.

"The S&P 500 remains priced like a growth stock. The current multiple of about 35 times trailing earnings-per-share shows an incredible amount of optimism about future earnings prospects. Our continued caution is simply based on the premise that the turn in profitability might occur later or be weaker than most currently expect," Bernstein maintained. He feels that at 35 times earnings, the risk of disappointment is too high and continues to favor defensive issues.

Bruce Steinberg, Merrill's chief economist, also sees near-term risks to the downside: He predicts that fourth-quarter gross domestic product will decline 1.5 percent and first-quarter 2002 GDP will slide 1 percent. For 2002, he projects GDP to grow an anemic 0.9 percent.

In the broad market, the Standard & Poor's 500 Index ($SPX: news, chart, profile) climbed 1.4 percent while the Russell 2000 Index ($RUT: news, chart, profile) of small-capitalization stocks advanced 1.0 percent.

Volume was on the light side at 1.18 billion on the NYSE and at 1.73 billion on the Nasdaq Stock Market. Market breadth was markedly positive, with advancers squashing decliners by 20 to 11 on the NYSE and by 21 to 14 on the Nasdaq.

On the fund flow front, Trim Tabs reported that U.S. equity funds lost an estimated $3.2 billion in the three days ending Nov. 1 for a monthly rate of negative $22.7 billion. During the month of October, U.S. equity funds saw inflows of $1.6 billion.

Trim Tabs noted that stock market liquidity remained bearish last week in the face of a pickup in buyback activity as cash takeovers were few and far between while $5.5 billion in new offerings hit the market. Newly announced cash takeovers in October were the lowest since Trim Tabs began tracking them in 1996. Consequently, the fund flow tracker said it remains bearish on the market -- as it has been since Oct. 5.

Waiting for the Fed's move

The debate over whether the Fed will cut rates by 25 or 50 basis points continued on Wall Street. On its part, the fed funds futures market is pricing in a 100 percent chance of a 1/4 percentage point rate cut and an over 60 percent chance of a 50-basis-point slash. See Economic Preview.

Bridgewater Associates believes the pressure on the Fed to cut rates remains incredibly strong.

In order to get spending back on track, Bridgewater points out that the Fed must get consumers to ignore a large number of very serious impediments -- not just falling wages and stock portfolios but anthrax scares and vague terrorist attacks.

Bridgewater said this means the central bank will have to stimulate at least as much as it has in past recessions to turn the economic tide.

"The Fed has roughly cut interest rates an average of 5.5 percent to get the economy going again in the past. So far they've cut 4.00 percent," analyst Jeff Gardner wrote in a research note.

Sector and specific stock action

Chip stocks ($SOX: news, chart, profile) ended with a 2.8 percent advance. Advanced Micro Devices (AMD: news, chart, profile) jumped 6.4 percent and was among the leaders in the group. The company unveiled its latest Athlon XP processor, which it said delivers a performance advantage of up to 25-percent vs. competitive processors on applications such as digital media, office productivity and 3D gaming. Rival Intel added 2.5 percent.

Dow component Boeing (BA: news, chart, profile) gained 2 percent after telling investors Monday at a Goldman Sachs conference that it's on track to bring in $55 billion in revenue in 2002. That revenue figure had been lowered by $1 billion following Boeing's miss of the JSF defense contract to Lockheed Martin ten days ago. Lockheed (LMT: news, chart, profile) ended up 1.3 percent. Microsoft (MSFT: news, chart, profile), meanwhile, saw its shares rise 3 percent. State antitrust authorities reportedly have listed a dozen changes they want to make in the proposed settlement between Microsoft and the government in the landmark antitrust case against the software company. Gap (GPS: news, chart, profile) bucked the trend in the retail sector, losing 2.6 percent after Merrill Lynch downgraded the stock to an "intermediate-term neutral" from an "intermediate-term buy," telling investors that the risk-reward ratio is less compelling with continued uncertainty over the timing of an economic recovery.

Dow stock Walt Disney (DIS: news, chart, profile) got a boost from the smashing success of the animated movie "Monsters Inc." over the weekend, which made $63.5 million at the box office. The film was made in partnership with Pixar. Prudential lowered Pixar (PIXR: news, chart, profile) to a "hold" from a "buy" on Monday, noting that the stock tends to run up ahead of a movie release and trade flat thereafter. Disney climbed 1.5 percent while Pixar shaved 4.8 percent.

CHICAGO (Reuters) - Cisco Systems Inc.'s (Nasdaq:CSCO - news) fiscal first-quarter profits before one-time items tumbled 76 percent on Monday amid a continuing slump in high-tech spending, but the data-networking bellwether's sales did rise from the prior quarter, suggesting the worst may be behind the sector.

``Given the very challenging economic and capital spending environment, we were pleased to deliver a solid quarter with good order linearity, sequential revenue growth and profitable market share gains,'' President and Chief Executive John Chambers said.

The San Jose, California-based company said earnings before a number of one-time items fell to $332 million, or 4 cents a share, from $1.4 billion, or 18 cents a share, in the same period last year.

Sales for the quarter ending Oct. 31 fell 32 percent to $4.45 billion from $6.52 billion last year, but topped Wall Street's and its own expectations. They also rose from the previous quarter's $4.3 billion, the first time that has occurred this calendar year.

Analysts had expected Cisco to earn 2 cents a share, with a range of 1 cent to 3 cents, according to Thomson Financial/First Call. Chambers said last month he was ``very comfortable'' with Wall Street's estimates.

Analysts had forecast first-quarter sales of $4.17 billion, while the company had said in August that sales would be flat to down 5 percent from the fourth quarter.

``The trend line in our mind is clear -- upward and to the right,'' Chambers said of the long-term growth opportunities.

Cisco's stock, which closed up 64 cents, or 3.7 percent, at $17.90 on Nasdaq before the results were announced, rose to $18.40 in after-hours trading.

Analysts and investors lauded the stronger-than-expected results. ``The quarter was clearly better than expected,'' said UBS Warburg analyst Nikos Theodosopoulos, citing improved revenues, gross margin, lower operating expenses and a stronger balance sheet.

Cisco increased its cash on hand to $19.1 billion from $18.5 billion at the end of the fourth quarter.

SECOND-QUARTER SALES TO BE 'FLAT TO SLIGHTLY UP'

Chambers said on a conference call with analysts that he expects fiscal second-quarter sales to be unchanged to up in the low single-digit percentage point range from the $4.45 billion in the first period. That said, Chambers cautioned that demand in the telecommunications and data-networking industries was hard to forecast right now,

Analysts now forecast Cisco to have second-quarter sales of $3.8 billion to $4.6 billion, with the mean at $4.25 billion, according to First Call. Per-share results are forecast at a 3-cent profit, with a range of a 1-cent loss to a 5-cent gain.

Some analysts and investors said Cisco's strong results and its second-quarter guidance pointed to a bottom in the spending slowdown.

``We're seeing a bottoming out, but I'm not ready to call it a bottom yet,'' said Steve Mygrant, portfolio co-manager of the Fifth Third Technology Fund, which owns shares of Cisco. ``I didn't hear anything that caused me a lot of concern.''

He added he will increase his fiscal 2002 earnings estimate for the company to 21 cents a share from 16 cents.

Chambers said the Sept. 11 attacks hurt sales by about 2 percent in the first quarter, and added that second-quarter sales will be about 5 percent less than what the company had been estimating before Sept. 11.

Since the beginning of the year, the stock has outperformed its peers in the American Stock Exchange Networking (^NWX - news) index by about 19 percent.

Investors had wanted to know whether Cisco's orders had stabilized since the Sept. 11 airplane attacks, something to which Chambers alluded last month when he said orders were ''remarkably linear'' from June through September.

Linearity refers to the smoothness of orders coming in to a company, which allows a company to run its business with more predictability and ultimately more profitably, Chambers said.

``You are beginning to see a different behavior in the market that I would characterize by linearity, and hitting or exceeding expectations for the strong,'' he told Reuters.

Including the one-time items and in accordance with generally accepted accounting principles, the company posted a loss in the quarter of $268 million, or 4 cents a share, compared with a net income last year of $798 million, or 11 cents a share.

The results included a noncash $858 million impairment charge on certain investments, about $189 million for two acquisitions and a $37 million one-time charge, or about 1 cent a share after taxes, for a write-off of in-process research and development.

CISCO COMPETITORS FARING WORSE

While capital spending among telephone carriers and corporations has been weak -- hurting larger players like Canadian telecom equipment giant Nortel Networks Corp. (NYSE:NT - news) (NT.TO) -- smaller networking firms like rival Juniper Networks Inc. (Nasdaq:JNPR - news) and Riverstone Networks Inc. (Nasdaq:RSTN - news) have provided hope with strong results or forecasts of growth.

Last month, Nortel posted a $3.5 billion third-quarter loss, and Lucent Technologies Inc.'s (NYSE:LU - news) $8.8 billion fourth-quarter loss was its largest-ever loss in a three-month period and was due largely to restructuring charges.

Also last month, Juniper posted a $29.7 million third-quarter net loss, but surprised and encouraged analysts with operating results that held steady from the previous quarter. Riverstone forecast revenue growth next quarter of 8 percent to 10 percent.

Cisco, which employed 37,546 people at the end of October, also said it had disposed of $834 million of excess inventory during the quarter, making progress on purging itself of $2.2 billion in excessive parts and components it is writing off due to weak demand.
